Canon 519 states: "The pastor... exercises pastoral care over the community entrusted to him under the authority of the diocesan bishop, in whose ministry of Christ he has been called to share. In accord with the norm of law, he therefore carries out for his community the duties of teaching, sanctifying and governing with the cooperation of other priests or deacons and the assistance of lay members of the Christian faithful."
For the Church to function effectively, there is a need for both the pastor and the parishioners to work together to foster the mission of Christ. This shared responsibility between the clergy and the laity of a parish is carried out in a process of consultation.
In our Parish, this consultation takes place within the Parish Pastoral Council (PPC). The PPC assists the pastor or administrator in pastoral planning of the parish by, 1) Listening to and ascertaining the needs of the community and conducting on-going assessment of the parish life; 2) Developing broad directions and priorities for the future, in the light of the expressed needs and making recommendations to the pastor. The PPC is a consultative body, and their recommendations are subject to the pastor’s or administrator’s final approval.
